What did Sen. Tom Udall learn at NM’s water conference?

Yesterday, I spent the day in Las Cruces attending the 57th New Mexico Water Conference. Titled “Hard Choices,” the conference was hosted by New Mexico State University and Sen. Tom Udall, D-NM.
